Thea Agnew worked as the lead facilitator for a series of rural community forums on the question "What is an adequate education?" The goal of the public participation process was to gather community input on the state of rural schools and to define goals for improvement. Thea Agnew Bemben wrote the final report for this project, Tools for Success, What is an Adequate Education?, which was circulated statewide and will be used as part of a court case advocating for rural school reform on the basis of increased educational adequacy.
