Project Description
Agnew::Beck is assisting the North Slope Borough (NSB) in its review and redraft of NSB Municipal Code Titles 18 and 19, regarding subdivisions and zoning.
The borough is the largest municipality in the country, encompassing an area of 89,000 square miles. It's bordered by the foothills of the Brooks Range on the south, the Beaufort Sea to the north, Canada on the east and the Chukchi Sea to the west. Most of the Borough’s approximately 7,500 permanent residents live in Anaktuvuk Pass, Atqasuk, Barrow, Kaktovik, Nuiqsut, Pt. Hope, Pt. Lay, and Wainwright. Oilfield workers also come up to work in Deadhorse (Prudhoe Bay). The region is home to a predominantly Inupiaq Eskimo population whose cultural practices center on traditional whaling and other subsistence hunting, fishing, trapping and gathering activities throughout the region.
North Slope Borough Municipal Code (NSBMC) Title 18, "Subdivisions," concerns platting, creation of subdivisions, and subdivision development standards. Title 19, "Zoning," concerns the Planning and Community Services Department, the Barrow Zoning Commission, zoning districts, resource development, permitting, and enforcement.
The goal of the first phase of this project is to assess changes to the Titles 18 and 19 community stakeholders would like to see with a focus on clarifying and refining topics in which the policy direction has already been generally established. The second phase will focus on establishing stakeholder agreement to changes or revised language and to codify the new language.
