France Road 156 Asset Management PlanProject Date: 2007-2008 Project DescriptionThe Matanuska-Susitna Borough (MSB) hired Agnew::Beck to prepare an “Asset Management Plan” for a 156 acre parcel of Borough land at the south end of France Road, just off the Palmer Wasilla Highway. The purpose of the project was to determine the future use of this largely undeveloped parcel, currently classified as Reserved Use/ Public Facilities. The potential value of the France Road parcel is increasing as the Palmer-Wasilla area continues to grow. The project involved a detailed assessment of the site’s natural environment, followed by creation and evaluation of a set of alternatives for possible future uses. A series of public workshops were held, which made clear the public favored alternatives focused on recreation, open space and public facilities. One key issue identified was the need to replace adjacent Crevasse Moraine trails that will be lost to Borough landfill expansion in the next five to ten years. Building on input from the general public, nearby residents and Borough and City of Palmer Staff, the final plan calls for retention of the site in public ownership, and identifies routes for trailheads and trails, linked to other trails in “Central Park” area between Kepler Bradley State Park and Crevasse Moraine. A public workshop was held on May 10th, 7pm in the Borough's Conference Room in Palmer. This initial public work session informed interested people about the planning process and options for use of the site were discussed.
