Project Status:
The Draft Comprehensive Plan is progressing through a final review for edits and formatting revisions. It will be posted online shortly. The formal review process will likely begin in February. The Comprehensive Plan must first be reviewed and approved by the Homer Advisory Planning Commission. The Homer City Council will then review and approve the plan. Lastly, the Kenai Peninsula Borough Assembly must approve the Comprehensive Plan in order for it to become a formally adopted policy document. The second public workshop for the Homer Comprehensive Plan Update was held Thursday, October 18th from 5-8:30pm in the Homer High School Commons. The purpose of the workshop was for the community to review and provide feedback on the Draft Homer Comprehensive Plan, now available for review (below). The Draft Comp Plan is also available at the Homer Public Library and City Clerk kiosks around Town.

Project Description
The City of Homer has hired a team of consultants to produce an update to the Homer Comprehensive Plan. The project team is led by Agnew::Beck, and includes HDR Alaska, Koonce Pfeffer Bettis, and Steven Colt, PhD. The Homer Comprehensive Plan Update will guide future development and growth for the City for the next 10-20 years, and will address issues and concerns related to the following components (and others that may emerge):
- Land Use and Community Design
- Transportation
- Public Facilities and Services (e.g., water/sewer, schools, libraries, fire stations, parks)
- Housing
- Natural Resources
- Parks and Recreation
- Economic Development/Opportunities
- Implementation, including recommendations for priority capital improvements
The planning process will also develop and consider projections about future population and economic growth.

Public Participation
The public will play a major role in the update of the comprehensive plan, including individual residents, businesses and property owners, as well as a wide range of community organizations. Major elements of the public participation process will include:
- Three public workshops.
- Wide distribution of draft documents as they are prepared.
- A series of Citizen Advisory Committee (CAC) meetings. The CAC will be selected by the City from a wide array of residents who volunteer their time to participate in the process and advise the project team and City representatives on the Plan. The public is welcome to attend CAC meetings.
- Web-based access to project information, including resource data, schedules, workshop dates and results, and draft documents.

Schedule and Major Products
The Homer Comprehensive Plan Update Issues and Goals Report summarizes preliminary ideas about Homer’s planning issues and goals. The intent of the report was to frame these issues and goals so that they could be considered by the community at the Public Workshop held on April 25, 2007.
